Korean Age After the 2023 Reform: What Changed and What Didn't

2026-10-16By the Util-Tools operatorReviewed 2026-10-16

"How old are you?" became a surprisingly tricky question in Korea after June 2023. The country officially switched to international age, which makes most people a year or two younger on paper, yet when it comes to buying alcohol or military service a different rule still applies. Here is what changed and what stayed the same.

Why One Person Had Three Ages

For a long time three systems were used side by side. Traditional Korean age counts a newborn as one year old and adds a year every New Year's Day. Year age subtracts your birth year from the current year. International age starts at zero and adds a year on each birthday.

Take someone born on December 5, 1995, on October 16, 2026. Their international age is 30 because the birthday has not come yet, their year age is 31 and their traditional Korean age is 32. The same person could be 30, 31 or 32 depending on who was asking.

What Changed on June 28, 2023

Amendments to the Framework Act on Administration and the Civil Act mean that ages in laws, contracts and official documents are now read as international age unless a specific law says otherwise. Disputes over whether "aged X or older" meant traditional or international age are largely settled, and hospitals, insurance and welfare programmes mostly use international age.

Where Year Age Still Applies

Rules that group people by year kept the year-based method for practical reasons.

  • Alcohol and tobacco: the Juvenile Protection Act treats people as adults from January 1 of the year they turn 19, even if their birthday is in December.
  • Military service: the conscription examination is scheduled by the year a person turns 19.
  • Starting elementary school: children start in March of the year after they turn six, so children born in the same calendar year start together.
  • Civil-service exam age limits: eligibility is judged by the year the exam is held.

That is why people ask, "If we use international age now, why can I buy beer on January 1?" The reform made international age the default but kept the exceptions written into individual laws.

Same Year, Different Age

Two people born in 1995 can have different international ages: someone born in March is 31 in October 2026, while someone born in December is still 30. Classmates may now give different numbers, so many Koreans simply say their birth year instead, which is the quickest way to know who is the same age.

Writing Your Age on Forms

Unless a form says otherwise, use international age, and give your date of birth whenever there is a field for it. Insurance is a special case: some insurers use an "insurance age" that rounds up once six months have passed since your birthday, so premiums can change depending on when you sign up.

Age Thresholds You Will Meet

Voting rights start at 18 international age on election day. Most senior benefits, including the basic pension and free subway rides, start at 65. Hwangap, the 60th birthday, marks the return of the stem-and-branch pair of your birth year; some families still celebrate it by traditional age, so it is worth agreeing on the date in advance.

Talking About Age Abroad

Almost every other country uses international age, so the reform removed a common source of confusion for Koreans travelling or living overseas. Passports, visas, airline child fares and theme-park age limits are all based on international age.

When Does Your Zodiac Animal Change?

Your zodiac animal comes from the stem-and-branch name of your birth year, but people born in January or early February may get different answers depending on whether the year is counted from January 1, from Ipchun (around February 4) or from Lunar New Year. Traditional fortune-telling usually uses Ipchun.

In short: international age for documents and contracts, year age for rules that group people by year, such as alcohol and military service. Enter a birth date in the Age Calculator to see all three ages, the zodiac animal and the days until the next birthday at once.
